How to write a FAT16 into a mmc?

fat structure mmc

does anyone know how to write a FAT16 into a mmc?
is i allow to do this?
i check the spec already but it just describe the structure of FAT. is it i have to write data into the address '0' according to this format?
is it each partition will have a boot sector at the beginning?
