I suppose that you mean OrCAD Layout to Allegro Library conversion. There is such a utility available on Cadence web-site. What you will have to do is first open the .MAX layout in OrCAD Layout. Rename and reorder all layers in proper order, since OrCAD layout is not well organized in this manner. The you convert the layout to an Allegro .BRD file using the utility. When you open the layout in Allegro, you will be able to dump out all library symbols and padstacks. Note that they are dumped into the same directory as the .BRD file, so move the .BRD file into an empty folder before doing this.
