How to use D2499 transistor as a regulator in a circuit?

i had a question about transitor , how can you use D2499 as a regulator in a circuit , using complementary symmetry

D2499 is only part of a part's number. Is it an oriental 2SD2499 power transistor?

The transistor is designed for high voltage and high current for a colour TV horizontal output and would be wasted in a power supply.

You need a power supply circuit. Usually it is not complementary symmetry.
