It can be a standard USB mass storage device. Why do you need to make software to talk to it instead of letting windows handle it so it appears as a drive that any software can use to store files?

thank you for reply;
No, I would like to use this IC Because There are many I/O ports and The driver is available for windows;
After the IC is connected to the computer, Windows creates a virtual IDE port;i want to access all bits of the virtual port. can you help me?

There's no low-level access (word or even bitwise) provided by mass storage device interface. You may want to use FTDI FT2232 through D2xx drivers.
