It acts as a variable resistance between the input and the output pin so that the voltage between the output pin and the adjust pin is 1.25V. in order to test it without removing it you can measure the voltage between the output and the adjust pins. If it is less than 1.2V or more than 1.3V then it is not functioning properly. Be carefull because it can shut down if it has overheated or if the output current exceeds its max of 1.5A. Also measure the input voltage the minimum operating input-output voltage is around 2V. Usually such an IC is used with a voltage divider between the output pin the adjust pin and ground in order to get an adjustable voltage and it can be used as a current source. Its pinout is adjust-Vout-Vin looking at it from the front.
