which ftpd are you using? There are many ftp daemons for linux (vsftpd, ncftpd, proftpd, pureftpd).
You need to configure each of them according to your requirements. The easiest way to test them is to log on to your own machine through ftp. I can help you only if you specify the details of your ftpd.

I'm using wu-ftpd which is included in Fedora 4 package.

umm ... no idea abt wu-ftpd ... I personally have used vsftpd, ncftpd and proftpd, and found them really awesome (ncftpd is extremely light and proftpd is extremely configurable) ... i'd suggest you to try these out.
