How to send image from pc to pc via RS232 Port?

Use a terminal program (like hyperterm on Windows) and find the option to send a file. Set the other end (first) to receive the file.

Connect the PC's with a null-modem (or crossover) lead.

P.s. should this really be in Professional Hardware and Electronics Design ?
 

Use null modem cable to connect two RS232 ports between two PCs and make connection like this (WinXP) :
