I'm thinking about moving some of the glue logic to the CPLD. What is the proper step in selecting a proper PLD to use?

you should consider the resource you need firstly.
after it meet your requirement, you need to consider how to exert its performance fully.

If you plan to use Altera CPLDs, an easy way to determine the right device is using the Quartus to automatically pick it. ;-)

1) Describe design. How many Logic Cell`s and Flip-Flop`s neaded.
2) Choose family. See Altera MAX3000A or Xilinx CoolRunner.
Both are good choice. But Altera software more user-friendly, IMHO.
