i (multi prog )have it but the ic-prog software dont show the device list it pop down list.

can any confirm that using same programmer with diff programming software , PIC16F716 be programme.

Use https://www.winpic800.com. This supports 16F716.

Winpic800 is better than ICPROG in many ways.

If your programmer is serial, then select JDM programmer. You can configure the I/O lines if you have any other programmer. Many have used winpic800 successfully. You must be making some mistake.

for my old pic programer

from notch side

jumper 1-2-3

for erase/read short the jumper 1-2
for program short the jumper 2-3
