How to place double row standard cell?

I just joined the Pnr team.
VDD VSS VDD tries to place a cell with two floors, but it does not work.
Do I need to set libary?If I have to set it up, what should I set up?Thank you.

Double height cells are common these days. Most current PR tools like innovus/icc2 can handle them automatically without more user input.
