How to measure transformer leakage inductance?

Hi,

For an 22W offline Flyback SMPS transformer, which is the cheapest way to measure the leakage inductance.

is it simply to use an inductance meter, and short all windings apart from the primary, then just measure the inductance measured at the primary?
 

The "short one winding, measure primary inductance" method works fine. Just be aware that the leakage inductance you measure isn't the "true" leakage inductance of a given winding, but rather a combination of the leakage inductances on both the primary and secondary.
