Hi

Iam doing water level controller using 89C51 .In this I have to control the water taps According to the level of the water in the tank.

How to measure the level of water (full tank or empty tank) .

Please proved me related material for this one.

There's a dozen methods for sensing level https://en.wikipedia.org/wiki/Level_sensor

Sensing water pressure at the bottom of the tank is, probably the most versatile approach, becasue it doesn't depend on the shape of the tank.

If the tank is large and its shape is simple (cylinder or box) I would choose an ultrasonic ot IR range sensor.

The quickest approach: install some electrodes in the tank and see when the water shorts them.
