How to measure the insertion loss of a filter?

Is it ture that the active filter do not have the parameter Insertion Loss,it just belong to the passive filter?

That´s true, the term used for active filters is "gain" - also in case of a gain which is below "1" (0 dB). However, normally the gain is > 0 dB.
