how to measure impedance of small dipole?

hello, i am working on electrically small dipole. now i'm confused how to measure the impedance of small dipole? hope your opinion. thanks.
 

You need a balun and a VNA.

You can try directly without balun, just to have an idea of the resonant frequency.
