Suppose I have to match 2 resistors which are in 2 different modules done by different designers ....then how can i do the layout in such a way that the orientation should not affect matching?

Either ask the layout person to match them closely,
or - if this isn't possible - request a Meander-type layout with equal lengths in both orthogonal orientations (for each resistor, i.e. same layout for both resistors).
