How to make S1P file??

I measured s11 of the coupler by changing output VSWR 3:1.

Do you have ADS or MWO? its simple to generate S11 in touch stone format which is compatible to all simulation tools.
the one attached is not compatible.

First covert this text file into a S-parameter touchstone file format & save it as *.S1P...
Sonnet Lite
Then import it to Sonnet Lite, a Free EM software environment to plot the required measurements...

First covert this text file into a S-parameter touchstone file format & save it as *.S1P...

... which is really simple.

The first line is the header describing the data format.

If the data is real/imaginary and the frequency unit is GHz, the header line is this:
# GHZ S RI R 50.00000

If the data is in magnitude dB and phase format, the header line is this:
# GHZ S DB R 50.00000

Then, you have data lines with three numbers: frequency (header defines this as GHz) and S11 in real/imaginary or dB/phase form.
2.40100000 -0.75833 0.400479
2.40200000 -0.75240 0.407619
....
