what is ur source, is it a 12V battery. Opamp is not having enough source current to drive an equipment.

smps is having -12v and +12V. You can use that

Hi there,
Simple Solution,
From transformer secondary (15-0-15) construct a bridge rectifier between two secondary o/p(not CT). Now since a bridge rectifier is in itself a double CT rectifier, use one cathode junction tie a capacitor and 7812 wrt CT for +12v.

With other two diodes junctioning at anode tile a capacitor and 7912 wrt Ct for -12v.

You need an ICL7660 or MC34063 to make a negative supply. Circuits and calculations are included in the datasheets.
