You can slow it down if the light media's temperature is nearly 0 kelvin. You can increase the speed a bit if the energy is so high, and its so hot, as hot as the supernova blast.

Does any one measured the speed of light yourself??????

We cant even measure speed of light then why to bother about increasing the speed.

speed of light is assumed constant in vacuum. therefore it's possible if light is not in vacuum. what do you think?
