How to implement a Quasi OPEN Circuit with Phase from -30 to +30 Degrees?

I have a broadband input range. I would like to terminate it with a length of ope-circuit transmission line whose angle can be rotated from say -30 degrees to +30 degrees. What's the best solution you recommend for this phase shifter?
