How to implement a 27bit parallel to serial shift register?

hi
I want to implement a 27bit parallel to serial shift register.
I tried some configurations to build this shift register.In one I used mux and Dflip flops in another I used nand gates and Dflipflops but they did not work.I need help about this subject.

A couple of 74HC165 might do the job.

But I have to implement CMOS layout of this shift register also.So the circuit of register is important to me.
