How to generate design rule file out of technology file?

I am using Cadence IC50 on linux
 

I dont think the design rule file generated from the technology file is enough for design rule check, you'd better ask the foundry the design rule file
 

you can use dc command to get design rule information,such as report_constrain -max_fanout
