how to fix Vt of a FET?

WHAT /HOW the value of parameter Vt is fixed during its fabrication....
i dont know whether it should be higher or lower.....help me in this regard
 

Vt is usually changed by the doping level of the region under your gate oxide. If you want a lower Vt, you dope it lighter. If you want a higher Vt, you dope it denser.

Vt can also be change if you connect your bulk/body to a voltage other than ground.
