In SOC encounter, there are special command to fix setup time, you can find the comman from his document. And, you can call PKS to optimize the timing.

[-excNetFile excNetFileName]
Runs in-place optimization on data path nets that have setup time violation. This command
uses the trial router during optimization.
Parameters
Command Order
You can use this command after running timing analysis with Setup Time Analysis selected.
Examples
The following example repairs setup violations for path names specified in mySelFile, using
6 layers or fewer:
fixSetupViolation -selNetFile mySelFile -maxRouteLayer 6
-excNetFile excNetFileName
Specifies the file that contains path net names that setup time
violation fixes are excluded from fixing.
-selNetFile selNetFileName
Specifies the file that contains the path net names for setup
time violations to be fixed.
