how can i find the phase_noise of one vco by simulating?

You can use SpectreRF to simulate the vco power spectrum. From that you can calculate jitter and phase noise.

but i have no the simulator :spectre_RF ? is there any other ways ? if i can simulate some other parameter using the hspice ?
 

Unfortunately it is very difficult (if possible) to simuale the phase noise in pure SPICE-like simulator, due to its time-varaition nature of the oscillator. If you don't have spectre-RF, try ADS from Agilent (former HP). These are the two knownly simulators which can handle phase noise simulation of an oscillator as far as I know.
 

if u have HSPICE-RF it can simulate the pase noise
u can see any simulator which use Harmonic balanced simulation engin
@DS or specter-RF or ansoft designer
