how to find tha RMS value (sine wave) in C
( any example code or programs )

Its a simple calculation.
Take the peak to peak value and divide it by square root of 2. Thats all.

The answear of boseji is only valid for a sinusoidal wave.

RMS = (1/T)(√(∫v²(t) dt)) where the integral is in the period of evaluation.
