I am desing the SOC, But
How to estimate the IPs quality and whether it fit for the project?
How select the IPs?

IP quality

you may find the infromation from the VISA or MORE group.
run the goole engine, search the VISA IP or MORE

I heard about some tool named libqa which is for a Comprehensive Quality Assurance on IPs. I don't know the details about the tool and its application / working. You can find it on g**gle i guess.
