how to develop behavior model for switch-cap block?

anybody tell me how to develop behavior model for switch-cap block? which language and which simulator to use?
 

Use spectre and Verilog A. There is already a switcap block in Cadence. I think that you will find it in the Cadence ahdl libraries.
