how to determine the sizing of a 4bit multiplier???

What do you mean by 'steps' ?

if i want to design a multiplier and division, i will make some basic gates to connect it such as full adder, register or something. Then how i determine the sizing of the transistor in the full adder or basic gates that i used??? In order to met the specification in the datasheet??

If your Standard Cell Library doesn't already contain such cells, you can build them from the primitives of your Standard Cell Library.

Then how i determine the sizing of the transistor in the full adder or basic gates that i used??? In order to met the specification in the datasheet??
If you really should want to develop your own Standard Cell Library, I'd suggest to generally use minimum transistor sizes, respecting the necessary driver fanout capabilities, however.
