How to design resistor & capacitor layout?

I don't know how to design the layout of resistor & capacitor layout using Tanner Eda.

hello, I think that you should read some book on layout such as the art of analog layout and then read some material on design rule. Tanner is just a tool. And it should be easy to use.

read the device formation document provided by the foundary.

First refer to the library provided by Tanner EDA. Go through the document of layouts from that foundry.
For more information,search in University of Utah,u will find some docs related optimised layout of resistors and capacitors.
