Having one VCO with this wide range (almost three decades) is imossible.
One posibility is to mix two oscillators, one having fix frequency (let’s say on 5GHz), with a VCO (from 5GHz to 7.7GHz). In this way the resulting frequency is from 0 to 2700MHz.
