3D graphic is too big for just one person to design, or even understand the whole image. the algorthm is changing and you can spend your whole life on algorithm only! so the first thing is define a spec based on your platform.
for PC, M$ DirectX and OpenGL is the standard. but if someone want to develop and game station, you are freely to add features that you wan to support.
but it is hard to let the programmer use these none standard API to do game design.
when you have decide the spec, you have to divide the what is the real job for HW and what is done is SW, and How big you want your chip become. 100Watt or 1Watt? internal pipe number? external memory interface? the architecture is very different.
and you can not design the HW without the help of driver.
Graphic is a big game not for small company to try. there is only 3 company left nVidia/Ati/Intel. and it is too big for just play fun.
