How to design a counter by deriving clock?

hi,

if our design works on some X MHz.
then how to design a counter by deriving that clock?

what do you mean by deriving the clock... is it by using that clock...?

your question is not clear to us. Does it mean , how to generate the derived clocks by using counter?. Please be clear and precises before asking in the forum..
