how to delete the pads stacks define in cadstar?

Rectangle 0.8x0.9 is define by myself,now i wanna to delete,i use the delete row buttion;if i reopen library editor,the Rectangle 0.8x0.9 define is still here,not delete......so someone who know how to delete it?
 

It is most probably defined in more than one place.
If it exists in your design, it will be in the design assignments.
So,
open pcb design and delete from assignments.
close pcb design.
open library editor and delete from assignments in library editor.
If it is used on a part, open part and delete from part assignments.

Then maybe? it has gone.
If you use a part that uses the pad, it will re-appear!

Do not forget defaults.cmp, every time you open a component from the library, it uses that as the basis for opening it.

And there is no way I'm putting Cadstar on my toast :D :D

You either love it or hate it, its very complicated but then that is because it is very flexible.
