How to create user's layer in cadence IC 5.0?

I used Layer Purpose Pair Editor to create my layers.When i changed one color of the layers, the other layer's color also changed to the same color,that is ,all the layers can just used one color.How can i deal with it.Thanks for all advice.
 

I never used Layer Purpose Pair Editor. Where is it?
But I suppose all these layers have the same packet.
Packets are defined in .drf file (default display.drf).
 

My version is 5.0 ,CIW->Tool->Thechnology File Tool Box->Edit Layers..... .then you can find the Layer Purpose Pair Editor.
I have tried to modify the .drf file,but it was still invalid.
 

Select and click "Apply" different Display resources (right column) for different layers
 

But in my Display Resources column,i can't change it from "defaultPacket".
