how can i create .io file in encounter

First, you can import the design into Encounter to let FE place I/O pads automatically.

Second, write out the IO file using FE.

Third, manually edit above IO file according to your requirement.

ps: IO Filler cells do not have to be put into the io file, and can be placed later inside FE.
