How to create clock in and clock bar simultaneously

Hi
I want to know if there is a method of creating clock and clock bar simultaneously in a latch ?? when we create clock bar using an inverter there will be a delay of one gate for clock bar hence the gates wont turn off fully.

Yes you can try creating a fork circuitry and size the gates to ~0 delay.
