How to copy an Eagle software's PCB layout from one file to the other

Hi,
I am copy a group of PCB layout from one file(.brd) and paste to the other layout file(.brd). I get messsage "Paste buffer is empty!".
Appreciate if you can advice me step by step how can I cut or copy it.

Turn all layers on.

Select the group.

Click "copy" icon.

Click GO icon. (that is the most likely missed step).

Open new layout.

Click paste.
