How to construct coaxial structure of dielectric constant in IE3D?

How to construct coaxial structure of dielectric constant(Epsr 2.2) in IE3D (Note: In coaxial Structure, explained in manual there is no specific dielectric constant defined. how to define it?

You just define the whole space with Er = 2.2. For example No.0 substrate: Ztop = 0.0, Er = 1.0, Sigma = 0, adn No.1 susbtrate: ztop = 1e+15, Er=1.0, Sigma = 0.0.
