can anyone over here tell how to configure FPGA VirtexII to use

FPGAs are configured by transfering the bit file to the FPGA. You need to folow the steps of the synthesis tool which you are using.

Generate bit file , use impact to download bit file.

refer virtex2 application notes in xilinx site.

you can also use the JTAG and xilinx parallel cable.
it work fine to debyg your code.

I think you should read section'configuration' of xilinx's datasheet. And JTAG mode is the most convenient way.

I guess what you meant is how you can configure Virtex2 FPGA, there is several ways of configuration and xilinx had also some application nte regarding some of these configuration scheme so check out these application notes, Here is some numbers
