How to check if the IC is working before using it in circuit

IC Working

Can anybody suggest that how to find an IC that whether it is working or not before using in our circuit

Download a Specification sheet of the IC, check the operating conditions (input vs output), limiting parametrs such as maximums and minimums. Hey, its fun working with spec sheets!

Added after 2 minutes:

Of course, dont just check it with yer eyes, use a multitester maybe or perhaps build a test circuit...

and beware of fake ICs!
