How to change pad diameter in PCB using EAGLE?

I'm using EAGLE freeware for PCB designing. I'm unable to change the pad diameter. Please help.

For all the pads: Under DRC -> Restring tab -> Set PAD percentage higher,
For a smaller drill diamater, use drill-aid.ulp, useful for hand drilling
