How to calculate the PLL locking time?

I suppose, you are speaking of "pull-in"-time - that es the time to acquire lock starting with an incoming frequency which is different vom the VCO frequency.
In this case. only an approximation can be given as follows:

t,pull≈(Fd)²/(4ΠDFn³)

Fd=Fin-Fvco ; Fn=natural frequency of the loop
Loop damping D=1/2Qp .
 

PLL Lock Time[usec] = [400 / Loop_Bandwidth[kHz]] * [1-10*LOG(Freq_tolerance[Hz] / Freq_jump[Hz])]
