How to calculate the adjacent points of a 16 QAM Constellation ideal points?

For example, I know the Ideal points of 16QAM, and I have around 1200 sample points so I want to know which point is adjacent to which ideal ponts? I need this to calculate the EVM.
 

If you have an ideal signal, you cannot determine the EVM. You need to send this ideal signal to either a nonlinear amplifier, mixer or transceiver system and compute the EVM from the measured constelation points (after demodulation).

You could also derive the expected EVM from the known gain compression/expansion and phase distortion given in this paper.
