How to Build a Micro-computer just for using the internet

Hi everybody,
I have a big projet with a friend. We want to create a micro-computer used just for work in the internet. The problem is that we have many constraint of energy, the device should be as small as possible and easy to use. We should also use linux for this purpose. Please wich vendor can you suggest us for linux embedded board. Second, how can we modify the kernel in such a manner that it just work for the internet.
