Can anyone give me links for how to accessing USB devices via C# code, or any information about usb port and how to access it and control 4 stepper motors using usb port, please.

as eelinker said, go to FTDI. You can find sample code to access the usb in c# using a dll and FTDI chips, which are very easy to use.

Hi again,
please anyone know if I can use usb to parallel cable, I mean I will access the usb port and program it but the circuit will appear on the parallel port side

Use the 245 chip from FTDI, it's out put is an 8 bit port. Using the dll, you can use bit bang mode.
