How long the power must be on to light LED in full brightness?

i make a led matrix , how long must be power on to light the led in full brighnes becouse i am limited in time

LED power up

If you are talking about the rise-time, refer to the data sheet for your particular LED. If it doesn't say, then you may need to ask the manufacturer or run some experiments to estimate it yourself. I've seen various color LEDs with rise times from a few dozen nanoseconds to a few microseconds.

If you are talking about warm-up time, like a CCFL lamp, well, an LED doesn't need to warm-up.
