How LED drivers are related to power management?

can u please tell me how led drivers are related to power mangement.
 

led driver

LED drivers, usually will do 2 major functions...
regulate voltage/current properly from a wider supply voltage range - and PWM (pulse width modulate) the LED (flashing an LED 60hz @ 50% duty cycle = 1/2 the power consumption = 2x battery life (not exactly, but in general theory) but *looks* like the LED is always on.
