How is this antenna design based on?

I 've found this kind of 4g LTE antenna on internet. Can anybody give me some resources to design such antenna like this one?
The inductor shape on that pcb board seems strange to me.
 

The antenna is a meander line top loaded antenna. The top patch element is used to increase the bandwidth of the antenna.
The example in the link below is very similar, it use less meanders, and use the parasitic patch element on the top, not at the bottom as in your picture.
