How Flow control credits which are in Dllp communicated to Transaction Layer in pcie3

In flow control process posted ,non posted and completion Dllp's carry credits information(available buffer space) and this credits must be conveyed to Transaction layer of the device in the other end of the link.But Dllp are data link layer packets and they can not be given to transaction layer on the other side .How does the transaction layer get the credit details so that the flow control process moves on.
