As much as I remember from control systems classes; the inner dynamics of systems causes transient response when input has rapid changes. transient response shows itself as oscillations and overshoots. To overcome this 'velocity feedback' or 'derivative control' is used.They produce better transient response but increase the magnitude of following error. Small amount of integral control is used with them to reduce error but not alone as it tends to create oscillations itself.
